      Sir George L. Pepler (1882-1959) was born in Croydon and educated at Bootham and
      Ley schools. He trained as a surveyor but was drawn to housing and town
      planning. He was a member of the National Housing and Town Planning Council and
      in 1908 won two gold medals at the Wolverhampton Model Housing Exhibition with
      his partner, Ernest G. Allen.
      In 1911, George is listed as an Architect and Surveyor and living with his family and two servants at Apsley, Beechwood Road

      In 1913 he was instrumental in founding the Town Planning Institute for which he
      remained both Honorary Secretary and Treasurer , and was twice President from
      1919-1920 and 1949-1950. In 1914 he joined the Local Government Board, taking
      over the organization of the Greater London Arterial Road Conferences. He was
      Chief Town Planning Inspector to the Ministry of Health from 1919-1941, and
      Chief Technical Adviser to the Ministry of Town and Country Planning from
      1943-1946.

      In 1920 he became a member of the Committee on Unhealthy Areas and was twice
      president of the International Federation for Housing and Town Planning from
      1935-1938 and 1947-1952. In 1947 he prepared the Town and Country Planning Act,
      which made planning an integral part of the business of both central and local
      government. He was a town planning consultant for Renfrewshire County Council
      between 1948 and 1956, and Town Planning Adviser to the Colony of Singapore
      between 1950 and 1954.

      He was Chairman of the National Playing Fields Associations' Grounds and Layout
      Committee from 1949-1959 and both Vice Chairman and Chairman of the Council for
      the Preservation of Rural England's Central Panels Committee between 1952 and
      1959.

      Between 1948 and 1953 he lectured at the University of Cambridge in the
      Department of Estate Management and generously praised Sir Patrick Geddes whose
      work he greatly admired.
